DomRep police: Man kills wife, daughter, 3 pets (AP)
SANTO DOMINGO, Dominican Republic ? A German man killed his wife, young daughter and three family pets and then hanged himself in an upscale residence in a tourist city, police said Wednesday.
The bodies were found at the couple's home in Sosua, a coastal city north of the capital popular with German citizens. The family had been living there for about two months, said police spokesman Jesus Cordero.
He identified the dead as Roman Buchenauer, 31, his Venezuelan wife Rosmery Rivas, 29, and their 9-year-old daughter, Natalia. Police said Buchenauer's passport listed him as being from Altotting, a town in Bavaria.
Forensic expert Freddy Salazar said the deaths likely occurred on Monday.
Police said the man had poisoned his dog and two cats and placed the animals' bodies next to his daughter.
They said he left a brief note describing his love for his wife and daughter, as well as financial problems apparently caused by his grandfather.
Police said the man left behind a $4,000 Chopard ring, a $2,000 Cartier watch and a $700 Louis Vuitton bag and ordered that someone sell the items to pay for the family's funeral costs.
The German Embassy in Santo Domingo said it did not have information about the case.
Kerstin Gruber, who identified herself as Buchenauer's sister when contacted by The Associated Press, declined to comment except to say she wanted to fly his body back to Germany.

?People hear it but they look at me like I?m stupid or crazy. Maybe I am. But that?s what?s happening. That?s what you?re seeing. We?re out of sync. We?re out of focus. The other night we got five straight hits and we scored two runs. What the heck? We?re supposed to be scoring three or four runs in a situation like that, but we make mistakes.
?When we do score two or three runs, then our pitching falls apart. We?re way better than that. Really. We?ve showed we?re better than that. We?ve got 98 wins. We were set to have the biggest year of any Philly team and we got out of sync. If you want to know the truth with our lineup? It?s like you?ve got seven relievers down there and you keep changing relievers and everything, they?ll find somebody to beat. Does that make sense? That?s kind of like our lineup is.
?We keep bouncing around, we keep doing things, we keep getting well and all of that ? we?ve played all year with people hurting. Every day you play the game of baseball, you hurt. Somehow, you hurt. Sides dig in ahead of Palestinian UN bid (AP)
UNITED NATIONS ? Israelis and Palestinians dug into positions that have bedeviled negotiations for years, a troubling prelude to the expected showdown over Palestinian statehood at the United Nations on Friday.
The United States has been spearheading international efforts to defuse the Palestinians' plan to ask the U.N. Security Council to recognize an independent Palestinian state encompassing the Israeli-occupied West Bank and east Jerusalem, and the Gaza Strip, ruled by Palestinian Hamas militants.
International mediators have argued that only through negotiations, and not by international dictates, can this most intractable of Mideast conflicts be resolved. But the hardened positions augured ill for the prospect of talks resuming any time soon.
But Palestinian President Mahmoud Abbas has rebuffed all efforts to sway him from the statehood bid and said he would submit the application to U.N. chief Ban Ki-moon on Friday as planned. A top aide, Mohammed Ishtayeh, said Abbas has asked Ban and the Council's Lebanese president this month to process the application without delay.
His willingness to risk a threatened U.S. veto in the Council has given a big boost to his popularity at home, reflecting the deep exasperation of the Palestinian people after 44 years of Israeli occupation ? and a deep distrust of Washington, which the Palestinians view as biased toward Israel.
An Israeli official, speaking on condition of anonymity to discuss diplomacy, said there was no talk about halting Jewish settlement construction on lands the Palestinians claim for a future state. A senior Palestinian official insisted the Palestinians would not return to the bargaining table without assurances that Israel would halt settlement building and drop its opposition to basing negotiations on the borders it held before capturing the West Bank, east Jerusalem and the Gaza in 1967.
"We made lots of concessions over the years. It's time the Israelis make the concessions," Nabil Shaath, a top aide to Abbas, told The Associated Press.
Another senior Abbas aide, Azzam Ahmed, ruled out a New York meeting between Abbas and Israeli Prime Minister Benjamin Netanyahu, who had proposed the two sit down together on the sidelines of the U.N. General Assembly session this week.
At last year's General Assembly meeting, President Barack Obama eloquently expressed his hope of seeing a Palestinian state by now. But talks meant to produce that state broke down last September after three short weeks, after an Israeli moratorium on new settlement construction expired.
The Palestinians, deeply skeptical of Israeli Prime Minister Benjamin Netanyahu's commitment to peacemaking, changed tack. They decided to reinvigorate their flagging statehood campaign by bringing it to the broadest possible international forum ? the United Nations ? in the hope an enhanced world status would pressure Israel to act more boldly.
Netanyahu insists his commitment to peacemaking is genuine and accuses the Palestinians of going to the U.N. specifically to avoid negotiations.
In recent weeks, international mediators have been furiously trying to piece together a formula that would let the Palestinians abandon their plan to ask the Security Council for full U.N. membership, and instead make do with the more modest goal of asking a sympathetic General Assembly to elevate their status from permanent observer to nonmember observer state. The other part of that formula would include the resumption of negotiations in short order.
The U.S. and Israel were also pressuring council members to either vote against the plan or abstain when it comes up for a vote. The vote would require the support of nine of the council's 15 members to pass, but even if the Palestinians could line up that backing, a U.S. veto is assured.

Determining which of these type of loan options will work best basically comes down to what purpose the money is going to be used for.
Unfortunately being in the Real Estate field, I often come across folks who have over extended themselves and find that they have created undue hardships . Going back ten years ago this was not so much of a problem as Real Estate markets around the country were booming and a home was an investment windfall.? Every few months the value of homes would continue to rise and did so for over a decade. Of course all good things must come to an end eventually and now we are left with property values decreasing in most areas.
When the economy and Real Estate values are soaring it is hard not to look at a home as a giant piggy bank from which you can tap at a moments notice. When times are tough however, you may regret taking your equity for granted by pulling it out of the home.
Below is a guide to help you determine whether borrowing against the equity in your home via a home equity line of credit (HELOC), home equity loan or a cash out refinance makes the most sense.
Home Equity Line of Credit (HELOC)
Home equity lines of credit work much like credit cards do. As a borrower you are given a credit limit up to which you are allowed borrow. Also similar to credit cards is the fact that the loan is open ended and carries an adjustable interest rate. Home equity lines of credit are tied to the prime rate as a basis to lend money.
Typically borrows can expect to pay the prime rate plus 2% as an example. Like credit cards HELOC?S can be closed by lenders at any point in time. Like any other loan it is prudent to shop around for the best rate and terms. Make sure you only borrow what you can afford as this loan is directly tied to your home and if you can not afford to make payments you could potentially lose your home to foreclosure.
The biggest advantage to a home equity line of credit is you can borrower whatever you need, up to whatever amount the lender has set, whenever you need it. The big draw back however is the lender can shut off the line of credit if the value of your home falls, your credit takes a hit or if the lender just decides they don?t want to offer you credit anymore.
Home Equity Loan
A home equity loan is a form of a second mortgage against your home. The terms of which can vary greatly from a first mortgage. With a home equity loan you borrow a set sum of money at one time and it is paid back over a certain amount of years and interest rate that can vary greatly.
Often times a home equity loan has a fixed interest rate but also could be variable as well. Like either of the other financing options if you don?t pay it back the lender would have the option to foreclose!
Most of the time a home equity loan option is used for a specific purpose where the cost is known ahead of time. For example paying for the kids college education or buying a new car. What you need to decide is whether you would get more favorable loan terms by going this route or by getting an unsecured loan somewhere else such as at credit union or local lender. Sometimes this decision boils down to how conservative you want to be. You may get a better interest rate by getting a home equity loan but is it worth the risk of having it secured against your home?
Some borrowers would say no. If you happen to lose your job and have an equity loan against the family home for $150,000 this may not put you in a comfortable position. You should also check to see if there are any penalties for paying off the loan balance early. A number of lenders will charge a pre-payment penalty fee if you sell the home.
Cash Out Re-finance
A cash out re-finance is when you pay off your existing loan and get a new loan for the old mortgage balance plus whatever additional amount you need to borrow plus any closing costs. If the cash out refinance interest rate is lower than the existing mortgage rate, this option is probably going to be the best route to take. Most of the time you are going to be able to get a better interest rate with a 1st mortgage than going to the 2nd mortgage option. It is likely cheaper to borrow this way than having the combination of two mortgages. This is especially true when fixed rate mortgages are very low.
Nowadays when getting any type of mortgage it really makes sense to look over your ability to pay it back. The last thing you want to do is find yourself in an uncomfortable financial situation. KANSAS CITY, Kan. - The United States had hoped for a winning return to international competition after the bitter disappointment of losing the World Cup final to Japan on penalty kicks.
The Americans had to settle for extending their long unbeaten streak against a familiar opponent.
Abby Wambach converted an early penalty kick and the U.S. drew with Canada 1-1 after Melissa Tancredi equalized late in the first half Saturday night.
Canada ended a seven-match losing streak to the U.S. in Jon Herdmann's coaching debut. Still, the Americans ? whose coach, Pia Sundhage, began experimenting with a one-forward system only this week ? ran their unbeaten string in the series to 23 matches.
The switch to a 4-3-2-1 setup produced some challenges but should open up the U.S. offense, defender Christie Rampone said.
"I think the last part of it will be how do we defend after we lose it," said Rampone, who was beaten on Tancredi's equalizer. "I think we lost a lot of balls. On the fitness side, we took some time off before getting back together, but I really like the system and think it is going to be very positive for us."
Wambach's penalty came in the 10th minute, after Emily Zurrer was called for a handball in the area. Wambach has one goal in each of the United States' last five matches.
In the 42nd minute, Tancredi slipped behind Rampone to take a long through ball from Kelly Parker and slot it just out of reach of diving U.S. keeper Hope Solo."It wasn't the best defense on any of our parts," said Solo, who was subbed out at halftime for Nicole Barnhart.
Tancredi has scored in back-to-back matches against the U.S., recording Canada's goal in the Americans' 2-1 victory on Jan. 22 in the Four Nations Cup in China.
The U.S. had several chances to retake the lead, but Lauren Cheney shot just over the bar in the 45th minute and Canadian keeper Erin McLeod made seven saves to preserve the draw.
"We executed our game plan that we practiced all week," Canadian midfielder Chelsea Stewart said. "It's nice to come back and put in a performance like that."
Canada's best chance to win came in the 90th minute, when Lauren Sesselmann found herself 6 yards in front of an open goal but put the ball over the crossbar.
Still, the result satisfied Canada's new coach.
"I've been working with them for five days," said Herdmann, who took over from Carolina Morace after Canada finished last of 16 teams in Germany this summer. "I didn't pick this team for this event, didn't know the players from Adam, and this is what they can produce. So there are exciting times ahead."
The U.S. roster for Saturday's game ? minus midfielder Shannon Boxx, who will rejoin the team for Thursday's game against Canada in Portland, Ore. ? was identical to its World Cup roster.
Canada went with a mix of World Cup players and newcomers.

GOP candidates revive private Social Security idea (AP)
WASHINGTON ? Most of the top Republicans running for president are embracing plans to partially privatize Social Security, reviving a contentious issue that fizzled under President George W. Bush after Democrats relentlessly attacked it.
As President Barack Obama sidesteps ways to keep the retirement system viable, his would-be rivals are keen on letting younger workers divert part of their payroll taxes into some type of personal account to be invested separately from Social Security.
Former Massachusetts Gov. Mitt Romney has a version. Reps. Michele Bachmann of Minnesota and Ron Paul of Texas have said younger workers should be allowed to invest in alternative plans. Texas Gov. Rick Perry has raised the idea of letting whole groups, such as state and local government workers, opt out of Social Security.
These proposals are popular among conservatives who believe workers could get a better return from investing in publicly traded securities. But most in the Republican race have been careful to say they would fight to preserve traditional Social Security for current retirees and those approaching retirement. Younger workers, they say, should have more options.
Romney says the stock market collapse in 2008 shouldn't scare workers away from investing in private accounts, but acknowledges it's an issue.
"Given the volatility of investment values that we have just experienced, I would prefer that individual accounts were added to Social Security, not diverted from it, and that they were voluntary," Romney wrote in his book, "No Apology."
Any kind privatization, however, is sacrilegious for liberals and many moderates. They say it would drain resources from the more than 50 million people who now receive benefits. Social Security experts say raising the privatization issue could give Democrats a potent political weapon.
"Any Republican who pushes personal accounts too hard will ensure Obama's re-election," said Kent Smetters, a business and public policy professor at the University of Pennsylvania's Wharton business school. "That's bad news for the Social Security system because President Obama refuses to take a leadership position in dealing with the nation's entitlement overspending."
In 2005, Bush made a push to give workers the option to privately invest a portion of their payroll taxes to provide a supplement to government benefits. Republican lawmakers were reluctant to jump aboard as Democrats argued that Bush was trying to "end Social Security as we know it."
"We'll fight that fight anytime," said Rep. Sander Levin of Michigan, the top Democrat on the House Ways and Means Committee, which oversees Social Security. "Bad policy is usually terrible politics, and that's terrible politics."
Perry has helped make Social Security a leading issue in the campaign by writing in his book, "Fed Up!" that the program is a "Ponzi scheme" and a "failure."
Perry boasts that his provocative language is forcing the candidates to talk about an important issue. "Other candidates in this race were content on continuing to sweep it under the rug and continuing the status quo," Perry spokesman Mark Miner said.
Obama mostly has avoided the issue in the first three years of his presidency, arguing that Social Security has not been a major contributor to the nation's fiscal problems. As a candidate in 2008, Obama proposed increasing payroll taxes on high-income workers to help shore up the system, but he hasn't pushed the idea since taking office.
All the top Republican candidates have denounced tax increases.
Despite Perry's rhetoric, he hasn't released a comprehensive plan to address Social Security's financial problems. Perry says personal accounts "ought to be on the table," along with raising the retirement age.
Perry says state and local governments should be able to opt out of Social Security and enroll workers in alternative retirement plans. As an example, Perry talks about a plan in Galveston, Texas, that allows county employees to invest a portion of their income in annuities and bonds.
Nationwide, about 4 percent of workers, mostly state and local government employees, are in alternative retirement plans.
Bachmann made the case for personal accounts in a television interview last year, saying young workers "need to have some options in their life, so that going forward they can have ownership of their own Social Security, their own retirement, something that they can pass on to the beneficiary of their choice."
Paul drew applause during last week's GOP presidential debate when he said, "What I would like to do is to allow all the young people to get out of Social Security and go on their own! Now the big question is, how would the funding occur?"
Social Security is facing long-term financial problems largely because aging baby boomers are starting to retire, leaving fewer workers to pay into a system that is supporting a growing number of retirees. In 1950, more than 16 workers paid into Social Security for every person who received benefits. Today, the ratio is down to three workers paying in for every beneficiary taking out.
Social Security already pays out more in benefits than it collects in payroll taxes. The system has built up a $2.6 trillion surplus, which was invested in Treasury bonds. But that surplus is projected to run out in 2036, unless Congress acts. At that point, Social Security will collect only enough payroll taxes to pay about three-fourths of benefits, according to the trustees who oversee the program.
Experts say allowing people to opt out of Social Security, or to divert a portion of their payroll taxes into private accounts, would drain even more resources from the system, at least in the short term.
"If you're looking at narrow self-interest, then there is an argument that can be made for being out of it," said Alicia H. Munnell, director of the Center for Retirement Research at Boston College. "But it's a national program. The reason that unfunded liability is there is that all our grandparents got benefits in excess of what they put in, and so everybody should be in and contributing to pay that off."

Dillard Men?s Track & Field Receives GCAC Championship Rings
For just the second year since Hurricane Katrina, Dillard University has a Boys and girls track and field team. Not only do they have teams, they have champions.
The boys won the first annual GCAC Outdoor Track & Field Championship held at A.W. Munford Stadium in dominating fashion on the campus of Southern University and A&M College held back in April. Dillard dominated SUNO, Xavier University and Edward Waters College from start to finish totaling 161.50 total team points as Edward Waters College finished 2nd with 136 points. The boys were presented their rings by their third year coach, Bobby Williams during Dillard?s season opening home volleyball game.
Many athletes were named all conference in their events.
Runell King, junior from Baton Rouge, Ladalrius Miller and Rudy Garza, both sophomores from Houston made a dynamic trio sweeping the 110-meter hurdles as well as the 400-meter hurdles.
King stated that last season turned out very successful and he expects to see great things from his team moving forward. ? We have recruited heavy and were ready for any obstacle facing us this season!?
Miller was classified as the event?s Most Valuable Runner.
The Bleu Devils? relay team started the competition by finishing second in the 4?100-meter relay race with a time of 43.21. The 4?400-meter relay team, which has qualified for the NAIA Track and Field Championships in Indianapolis, finished second in competition with a time of 3:24.42. Dillard?s Men?s 4?800-meter relay team finished first in team competition with a time of 9:29.18.
Emory Nash from Burleson, Texas finished first in the Men?s 800-meter race with a time of 2:04.22. Zachary Harmon from Mabelton, GA finished first in the Men?s Shot Put with a score of 9.92 meters.
Ladarius Lewis, sophomore from Ocean Springs, Mississippi is a member of the basketball team as well as the track team. He also competed placing first in the long jump.
The girl?s track team didn?t do too bad either. Sophomore Courtney Henry from New Orleans qualified to compete in the 100-meter dash at the national championship this summer in Indiana. Henry also competed in the 4?100 meter relay as 1st leg accompanying sophomores Dominique Smith from Avondale, LA, Destiny Showell from Cibolo, Texas and juniors Jonquil Griffin Wanda Burks from New Orleans.
Bobby Williams is his 3rd season as head coach for men and women is very confident in his runners for the upcoming year and is ready for another successful season.
