People make decisions all the time. What sandwich to order, whether to walk through that puddle or around it, what school to go to and so on. However, psychologists disagree on how good we are at making decisions.

"In the literature on human decision-making, there are two almost parallel stories," said Andreas Jarvstad of Cardiff University. "One goes, 'humans are terrible at making choices.' The other goes, 'humans are close to being as good as they possibly can be.'"

Jarvstad is an author of a new study on decision-making published in Psychological Science, a journal of the Association for Psychological Science. His study is about choosing how long to spend on the task at hand.

The view that humans are both terrible and great at decisions may not be as strange as it seems. Psychological scientists have made a distinction between different kinds of decisions: low-level perceptual choices versus choices that involve higher level reasoning. For example, choosing where to put your feet is a low-level choice, whereas choosing where to invest your savings is a high level choice.

"Imagine you're running up a really rocky path. For each step, you have to decide which stone to step on. Some stones will be poorer choices than other stones," Jarvstad said. Previous studies suggest that people are good at this kind of decision, but poor at decisions that require a higher level of analysis like choosing between financial options.

However, Jarvstad's study suggests that this difference doesn't always exist. Together with colleagues, Simon K. Rushton and Ulrike Hahn of Cardiff University and Paul A. Warren of the University of Manchester, he set out to determine how well people make "time-on-task" decisions ? that is, decisions about how long to spend on the task at hand. Participants took part in a number of computer-based tasks involving either low-level (e.g. judging the direction of motion of a cloud of dots) or high-level (e.g. mental arithmetic) processing.

Getting an answer right earned a reward point; getting it wrong incurred a penalty point (points were later translated to money).

After spending time becoming familiar with the tasks, participants were given a fixed amount of time to complete as many or few trials as they liked. "Doing lots of trials very quickly might not be the best approach since the less time you spend on the task the greater the chance of an error. But spending a lot of time on very few trials might also be a bad idea since you limit the number of points you could possibly earn. The trick is finding the right balance between the two."

It turned out that people were good at finding the right balance. "It didn't seem to matter whether people were doing a low-level or a high-level task?they were equally good at deciding how much time to spend on these tasks," Jarvstad said. In fact, their participants ended up with nearly the same amount of money they would have earned if they had in fact made perfect decisions ? and that was true for low- as well as high-level tasks.

These findings suggest that perhaps humans really aren't intrinsically bad at high-level decision making and intrinsically good at low-level decision making after all. On reflection, noted Jarvstad, the idea that they would be is perhaps a little strange after all.

?We never got into foster care to adopt,? says Perkins. ?Actually we got in to do weekend respite care?Seventeen kids later, here we are,??she says with a warm laugh.

The babies coming through the non-profit often have?health issues like fetal alcohol syndrome or drug addiction.?NVFS provides a stipend for the foster baby?s medical care.

So the Perkins?make?regular trips to the hospital and give medication to the babies.??And it?s all?worth it.

?As a family we feel the call that, that?God?s called us to provide that safe haven for children.?So that they can not be saddled with attachment disorder with the rest of their lives,? says Jerry.

The?Perkins say the baby?can?develop healthy relationships with?his or her?caregivers through foster care.

?We have?seen very, very sick little ones turn out to be amazingly, great little kids, so?we do it for the love of the kids,? says?Perkins. ?

Despite all these years, the Perkins say it?s?too easy to fall in love and never easy to say goodbye when the time comes.

?It?s hard. You cry, you get upset?but you just know they?re?in the Lords hands, you?ve done?with what you can do,? says Perkins. ?

(AP) ? Greek stock markets rebounded strongly on Monday from a 22-year low on hopes a pro-bailout party will win crucial national elections next month, which would avoid a catastrophic rift with international creditors and keep the struggling country within the euro currency union.

The main stock index in Athens soared to close up 6.9 percent, with the battered bank sector chalking up solid gains.

Four polls published Sunday reversed previous trends to indicate that conservative New Democracy could come first in the June 17 vote, slightly ahead of the anti-austerity radical left Syriza party. Although the conservatives would still fall short of a governing majority, the surveys suggested they could form a coalition government with socialist PASOK, which have also pledged to stick to Greece's austerity commitments.

Banks also received a boost Monday: The country's four largest lenders received promised support of ?18 billion ($22.62 billion) to compensate for losses suffered in a massive debt restructuring deal earlier this year. The announcement was made by Greece's Financial Stability Fund after the Athens bourse closed.

Debt-crippled Greece is being kept afloat by huge international rescue loans, granted on condition of harsh cutbacks and reforms that slashed living standards.

The austerity, however, also caused huge popular resentment toward New Democracy and PASOK, the two parties that accepted the terms. Voters expressed that anger clearly in May 6 elections, giving a boost to anti-bailout parties. But the election proved inconclusive, with none of the parties able to form a coalition government, leaving Greece to hold another ballot next month.

Greece's bailout creditors ? the other countries in the 17-nation eurozone and the International Monetary Fund ? insist that if the country reneges on its austerity commitments, the rescue loans will stop.

That would unleash chaos. The government would be unable to pay hospital workers, police and teachers, pensions would dry up, and a potential panic run on bank deposits would destroy the tottering financial system. Eventually, the country could be forced to abandon the eurozone, reverting to a vastly devalued form of its old drachma currency.

Fears of such an outcome have battered Greek financial markets for weeks, pushing the Athens General Index to close at a 22-year low of 485.18 points on Friday. The latest polls, however, helped it claw back some of those losses, rising to 518.49 points.

"This is clearly due to the polls," said Sergios Melahrinos, analyst at Solidus Securities.

He noted that if the two pro-bailout parties manage to win the election and have Greece honor its austerity commitments, banks would gain access to rescue money needed to avoid collapse. Under the country's latest international bailout, domestic banks that took huge losses from a bond swap that more than halved Greece's privately-held debt will receive billions of euros to boost their capitalization. If a new government in Athens unilaterally tears up the bailout deal ? as Syriza has threatened to do ? the recapitalization would fall through.

"A potential win by the parties that back their recapitalization would be extremely good for lenders."

But Melahrinos warned that the market would remain vulnerable to the ups and downs in the polls in the leadup to the elections. "New polls that show a reversal would obviously change the market picture."

Sunday's surveys gave New Democracy a lead over Syriza ranging from 0.5 to 5.7 percent, with PASOK coming third. The polls also estimated that the two pro-bailout parties would gain a combined 159 to 165 seats in the 300-member parliament, up from 149 after the May 6 vote.

One survey in To Vima newspaper found that 65 percent want Greece to remain in the eurozone even if it has to implement the bailout agreement as it stands, while 24 percent said they would prefer to exit the euro rather than implement austerity policies.

Since the beginning of 2010, Greeks have suffered repeated income cuts and tax hikes, while unemployment has hit record levels with more than one in five workers jobless after tens of thousands of businesses closed. The country is in a fifth year of deep recession, and continues to import about twice as much as it exports.

(AP) ? Three top candidates in Egypt's presidential race have filed appeals to the election commission, alleging violations in the first round vote that they say could change the outcome.

The appeals, alleging fraud, were filed ahead of a Sunday deadline. They are likely to enflame an already explosive race, with two of the most polarizing candidates finishing first.

Preliminary results from last week's election placed Muslim Brotherhood candidate Mohammed Morsi and Hosni Mubarak's last prime minister, Ahmed Shafiq, as the two candidates entering a June 16-17 runoff. Thirteen candidates were on the ballot.

Young, liberal secularists who led the popular rebellion that overthrew longtime leader Hosni Mubarak last year failed to place a candidate in the runoff.

A large portion of the vote ? more than 40 percent ? went to candidates who were seen as more in the spirit of the uprising ? neither for the Brotherhood nor for the so-called "feloul," or "remnants" of the old autocratic regime. The so-called revolutionary votes were mostly divided among the candidates who placed third and fourth.

The top finisher, the Brotherhood's Morsi, received only about 25 percent of the vote, according to preliminary results.

Influential Egyptian-born Sheikh Yusuf al-Qaradawi, widely respected throughout the Middle East, urged voters to support Morsi in the runoff.

Speaking on the Arabic satellite channel Al-Jazeera Sunday evening, he said the race is not between an Islamist and a non-Islamist, but between "the revolution and the enemies of the revolution."

Shafiq, who placed second after Morsi, filed an appeal to the election commission, saying votes cast for him in one province were not included in the ballot count.

Hamdeen Sabahi, a socialist and a champion of the poor who made a surprisingly strong showing, called for a partial vote recount after he placed third by a margin of around 700,000 votes after Shafiq.

Sabahi's campaign said in a statement Sunday that its representatives met with the elections commission to request that official results not be announced until the eligibility of voters in five provinces is reviewed.

Official first-round results are expected Monday or Tuesday.

"The difference between votes for us and votes cast for some of the other candidates is that ours are legitimate," Sabahi told reporters Saturday.

Abdel-Moneim Abolfotoh, a moderate Islamist who finished fourth, filed his appeal Sunday and also called for official results to be delayed. His lawyer said the campaign has proof that votes were cast on behalf of dead people, and in other cases, bribes were paid for votes.

Overall, the presidential election was considered the country's freest and most transparent in decades. Judges were present at each polling station. International and local monitors, as well as journalists and the candidates' representatives, were allowed to oversee the process in stark contrast to elections under Mubarak.

On Saturday, ex-President Jimmy Carter said his center was restricted in its monitoring mission, but the process was generally acceptable.

The Carter Center said in its report that election authorities prohibited access to media, candidate agents and local and international observers to the final aggregation of national results, "undermining the overall transparency of the process."

The prestigious group also warned it would not monitor elections in Egypt again if the elections commission does not lift a 30-minute observation limit inside polling stations. This restriction, however, was not universally applied.

The Center noted that the election "overshadows other crises," including the fact that the powers of the incoming president are not yet defined.

The writing of a new constitution, which would determine the roles of the president and parliament, was put on hold after liberals walked out of the Islamist-packed committee tasked with the drafting.

A top reform leader, Mohamed ElBaradei, wrote Sunday on his Twitter account, "Our battle is for the constitution, not the president."

Also Sunday, a criminal court convicted Mubarak's former chief of staff of corruption, sentencing him to seven years in prison and fining him $6 million, Egypt's official news agency reported.

Zakaria Azmi, who was also a lawmaker and a senior member of Mubarak's ruling National Democratic Party, used his position to make illicit gains of $7 million, according to the court ruling carried by Egypt's official Middle East News Agency.

The verdict against Azmi comes less than a week before a court is due to issue its verdict in the trial of Mubarak, who faces charges of complicity in the killing of protesters during the popular uprising last year. Mubarak, along with Gamal and his other son, Alaa, also faced corruption charges.

Mubarak could receive the death penalty if convicted in the killing of protesters.

Gary Miller vs. Pete Aguilar: Super PACs Of Realtors, Credit Union Spend Big In California Primary Election

WASHINGTON -- The race for a newly drawn congressional district in California's Inland Empire is shaping up as a clash of titans. It's not the candidates -- Republican Rep. Gary Miller and his leading Democratic opponent Pete Aguilar -- who are making a splash at the moment, but rather two powerful interest groups, the National Association of Realtors and the California & Nevada Credit Union League, who are investing big money to support candidates that have long backed their interests.

The contest in California's 31st District has seen the most spending from independent groups of any non-special election House race in the 2012 election cycle. The realtors and the credit union league have pumped more than $1.4 million into the race as they seek to elect candidates to be their champion in Congress.

The spending by these two industry groups marks another step in the evolution of elections in the wake of the Supreme Court's decision in Citizens United v. Federal Election Commission (FEC). That decision -- and a subsequent lower court ruling -- freed corporations, individuals and unions to spend freely on independent efforts in elections. As evident in the Inland Empire primary race, interest groups and industry leaders are becoming bigger players in elections than the candidates.

Miller's reelection bid, put in danger by both the new map and a new nonpartisan primary system instituted by voter referendum, is backed by $1.2 million in spending by the National Association of Realtors. The congressman had only spent $765,000 on his campaign as of May 16.

Most of the money spent by the Realtors, nearly $900,000, has come from a traditional PAC, which accepts only limited donations. That has been supplemented with more than $300,000 in corporate funds from the group's super PAC.

"We have funding coming in both accounts and we're using it as money comes in," said National Association of Realtors political director Scott Reiter.

On the other side, the California & Nevada Credit Union League created its own super PAC, named Restoring Our Community, to support Aguilar. The super PAC, which is funded by a $250,000 contribution from the credit union league, has already spent $155,000 to support Aguilar, who, as of May 16, had spent $231,000 on his own campaign.

"This is the unfortunate reality of Citizens United," said California Common Cause policy advocate Phillip Ung. "It's opened up this new era of spending where we have interest groups going after each other and the candidates are being used as proxies."

This unprecedented spending has raised concerns by many that congressmen, when elected, will be more responsive to the industries that helped them win election than to the residents of their district. Both the credit union league and realtors agree that concerns about their spending are overblown.

"We have engaged in state races on what are called independent expenditures," Bob Arnuld, senior vice president of government relations for the California & Nevada Credit Union League, said. "The law now allows us to do this on the federal level."

"What people don't understand is we don't go pick a congressman and everything they do goes to doing what we want to do," Reiter said.

Neither of the candidates are unknown quantities to the industries supporting them. In fact, both hail from the industry of their respective super PAC backers.

Miller is himself a developer, owning millions of dollars of land and residential properties in his congressional district.

"He's from the development industry, that's his background," said Reiter. "He's one of the biggest supporters of development in Congress."

In the role of realtor champion, Miller has taken the lead in Congress to support his industry as the sponsor of a resolution declaring support for the mortgage interest deduction. Deficit hawks and blue ribbon commissions have targeted the once-sacrosanct tax break for homeowners as part of an effort to clear the tax code of all breaks and subsidies. Nearly 200 congressmen, Republicans and Democrats, have joined Miller's resolution.

The Democrat Aguilar, currently the mayor of Redlands, previously worked as the head of government relations for Arrowhead Credit Union and is well-known within the credit union industry in California.

"He has a strong background working on community relations side of the credit union industry," said Arnuld. "He understands exactly how credit unions can engage and spur economic development in that area."

The early investment in the primary race by the two industries is happening not just because of the new freedom to spend brought about by the Citizens United ruling, but also because of a new system of non-partisan elections in California, according to Ung.

"We're seeing more money being poured into primary races than ever before," he said. "This is a unique year."

The new system allows voters to vote for all candidates on one ballot in the primary election with the top two finishers moving on to the general election. This allows for the possibility that the two general election candidates could hail from the same party or from neither.

The California Credit Union League and the Realtors want to make sure that their favored candidate, the one who will represent their industry in Washington, makes it onto the general election ballot.

In that effort, the groups are taking different tacks.

The Realtors, long-time players in congressional races, take a more traditional approach by spending their money on ads on cable television and radio and filling the mailboxes of district residents with direct mail touting Miller's record.

The credit union super PAC, however, has invested in grassroots door-knocking and phone-banking efforts to spread the word about Aguilar house-by-house.

"We're engaging local neighbors from the Inland Empire to go out and talk to their neighbors about Pete's strength as a candidate," Arnuld said. "We are educating voters in the 31st District at their doorsteps."

What Went Wrong on the Costa Concordia

The captain was no longer following his charted course?he had ordered the 952-foot-long ship to cruise at least 4 miles closer to the island. Insiders say that it was a special tradition for Costa liners to salute a beloved former captain, Mario Palombo, as they passed by his home on Giglio. The ship, which had earlier slowed down while Schettino lingered over a meal, accelerated to 16 knots, a brisk speed for a large vessel less than a mile from a coastline.

The ship's printed itinerary mentioned the island's proximity, but few of the 3200 passengers were looking outside. The Concordia left Civitavecchia, the port city of Rome, about 2 hours earlier, and the passengers were just settling into their vacation routines. Minnesota resident Ronda Rosenthal, who had stopped at her cabin before heading to a 9:30 pm performance by Martin the Magician, looked out her porthole and saw white froth. "The waves were cresting really high, and we could see lights in the distance," Rosenthal says. "And I thought we are either going very fast or we are very close to shore."

"In changing the track line he would have??disabled the alarm as well. He may have just turned it off and was going manually and visually."

Other equipment on the bridge could have alerted the crew to trouble?if they were paying attention. "Ships are equipped with fathometers that let you know how much water is under the hull," George Borlase, a naval architect and maritime expert, says. "But at the end of the day, there is always the human factor that overlays technology."

Schettino said he believed that he was more than a half-mile from shore, still too close by the book but not dangerously so. GPS data later revealed he was less than 1000 feet from land.

At 9:45 pm, everyone onboard knew that something bad had happened: The vessel shuddered, and the passengers heard a loud grinding sound. Some later compared the feeling to an earthquake.

Rosenthal was watching the magic show when she felt the ship "lurching, like the ship was being put in reverse." She thought it was a special effect of the ?performance until she saw an empty stage: "I looked for the magician, but he was gone." The ship had hit a large rock in the Le Scole reef off Giglio.

Seconds later the lights flickered and went dark. Rosenthal and her sister, an Army officer on leave from Afghanistan, headed to their cabin to get some sleep. An announcement over the intercom cited a "technical problem" with the generators and stated that power would be restored.

The impact tore a 160-foot gash in the port side. Seawater began pouring in through a hole as long as an Olympic-size swimming pool, flooding three or more of the ship's seven watertight compartments. The generators shut down. The Concordia was in trouble.

Ships built after 2010 might not have foundered the way Concordia did with three compartments flooded. In 2008 the International Maritime Organization (an affiliate of the United Nations) developed new standards mandating that ships remain stable with more than two compartments flooded. Concordia, completed in 2005, was only required to meet 50-year-old standards that the international ?community had deemed out of date.

Minutes after the crash, the emer?gency lights flickered on. The ship was drifting away from the island, already listing to the port side. "Everything is fine," crew members told passengers.

People emerged from their staterooms wearing pajamas and life vests. Crowds formed and confusion reigned; few knew the location of their ?lifeboat stations. That information would have been part of their muster drill, required by law to be performed within 24 hours of boarding. But the ship was in the first hours of its cruise, so the 696 passengers who boarded that day had no idea where to go.

The crew, lacking guidance and information, told passengers to stay put. "At this point, the crew was just as much in the dark as the passengers," says John Konrad, master mariner and founder of gCaptain, a maritime website.

Crystal Bell: 'Revenge' Finale Recap: The Most Shocking Death Ever

Note: Do not read on if you have not seen Season 1, Episode 22 of ABC's "Revenge," entitled "Reckoning."

Just when I had gotten to the point where I thought Emily Thorne's revenging was getting stale, "Revenge" managed to pull off one hell of an OMG! finale.

To be honest, the first 50 minutes left much to be desired, but as per usual, "Revenge" pulled out all the stops during the final 10 minutes. There were cliffhangers on top of cliffhangers -- and more than one life was potentially lost.

Let's start with the biggest OMG! moment of the night: Victoria Grayson is reportedly dead. Yes, you read that correctly. "Revenge" just seemingly killed off its biggest star -- the ever-scheming, bandage dress-wearing, icy Victoria.

Queen Vic was last seen boarding a plane to D.C. to testify for David Clarke's innocence, but that aircraft did not reach its final destination. Instead, it blew up on the tarmac, thanks to a bomb planted by the White Haired Man. When Emily spared the life of the creepy Initiative operative -- the assassin who killed her father -- she didn't quite realize what she had wrought.

But is Queen Vic really dead? I don't think so. Victoria knew that what she was doing was dangerous, and it looked like there was some hesitation as she was boarding the plane (in slow mo, of course). Conrad warned her that if she proceeded with the trial, her life would be at risk, and although at the time, she ignored him, Victoria has always managed to stay one step ahead of her estranged husband. So why would she start playing dumb now?

Not to mention that Madeleine Stowe gives one of the most wickedly enjoyable performances on TV. "Revenge" just won't be the same without Queen Vic throwing shade at her frenemies from across the room. My bet is that she wasn't on the plane when it exploded -- however, Lydia probably was, but I don't really care about her, so that's OK.

Queen Vic isn't the only Grayson with a questionable future. As predicted in last week's recap, Charlotte tries to kill herself. Little Grayson just wasn't able to deal with the news of her mother's death -- and when Declan told her to get lost -- she swallows a bunch of pills. The last we see of Charlotte, she's unconscious in Conrad's arms.

Honestly, I wouldn't mind if Little Grayson died. She's the worst part of the entire series. In her last mean girl act of the season, she exploited Declan's new friend from Yonkers and embarrassed her infront of the entire school. However, if Charlotte does die, Declan would obviously feel responsible for her death, but he wouldn't have much to do without his partner-in-crime. For that reason, I could see Charlotte surviving her overdose. I mean, these two useless characters need each other.

Although, I really hope they ship her off to a psychiatric ward for most of the second season. She's such a waste of space. I'd rather spend more time watching Emily's bitch face than I would watching Charlotte deal with her white girl problems.

On to the next OMG moment: Amanda is back (ugh), and she's pregnant with Jack's baby! (UGH!)
