Texas foreclosure activity declines, but still elevated

In October, roughly one in every 948 properties in Harris County were in some stage of the foreclosure process.Foreclosure activity has had a much smaller effect on Houston real estate than in many of parts of the country. However, during the year ending in October, home repossession activity throughout the Lone Star State remained elevated.

According to a recent report from CoreLogic, there were an estimated 59,000 completed foreclosures throughout Texas in the previous 12 months. As a result, the state had the fourth-highest rate in the country.

Meanwhile, during the month of October, roughly one in every 948 properties in Harris County were in some stage of the foreclosure process, according to a report from RealtyTrac. Although this may seem like an elevated rate, it was a well below the national rate of one if every 706 homes.

Foreclosures can have a significant impact on a number of different aspects of a housing market. Not only do they contribute to falling property values, but they also weigh heavily on buyer and seller confidence. Luckily, due to a strong local economy Houston residents likely won't have to add this factor to their homebuying plans in the near future.? (AP) ? With China's new leaders freshly installed in power, authorities are turning their attention to tying up loose ends in the sprawling, scandal-ridden city once ruled by populist politician Bo Xilai before his downfall buffeted the leadership transition.

In the past two weeks, authorities in Chongqing released a village official who had been sent to a labor camp for criticizing Bo. A lawyer disbarred after being convicted of having one of his clients lie in court has filed a petition for wrongful imprisonment. Meanwhile, a newspaper reported that hundreds of police officers who had been dismissed, demoted or otherwise punished were being quietly reinstated.

While the acts are being done piecemeal ? the authoritarian government dislikes setting precedents ? they show the leadership's determination to quietly redress excesses of Bo's four years in power in the southwestern metropolis.

Many in Chongqing are breathing easier too after Bo's rocky reign, which won praise for an organized crime crackdown and promotion of communist culture and then widespread scorn as his career unraveled in seamy accusations of murder and corruption.

"I feel that this redress is necessary," Wang Kang, an outspoken scholar in Chongqing, said in a phone interview. "This was a burden that was left in Chongqing. This burden must be removed so that Chongqing can breathe a sigh of relief."

Chongqing, a breathtaking city of skyscrapers hugging steep hills along the Yangtze and Jialing rivers, has been portrayed as rife with cover-ups, power abuse and corruption under Bo and his police chief, Wang Lijun, in court documents. Since their removal, Bo's wife has been sentenced to life imprisonment for murdering a British businessman and Wang given 15 years for corruption and covering up the murder. Bo awaits trial after the Communist Party purged him for obstruction of justice, corruption and sexual liaisons with numerous women.

The scandal exacerbated already divisive politicking for spots in the new Communist leadership, which culminated at a party congress last month. A new party secretary was chosen for Chongqing, a former agriculture minister known as a consensus-builder. In widely quoted remarks just days into his post, Sun Zhengcai said he was "resolutely opposed to the vulgar, extravagant, degenerate and depraved way of life."

Bo brooked no dissent when in charge. He and Wang used the anti-gang crusade not only to go after organized crime but, according to victims, to cashier critics in the bureaucracy, jail rivals and pressure businessmen into steering deals toward Bo's supporters. A campaign to sing revolutionary songs also intimidated critics, reminding many of the radical excesses of Mao Zedong's rule when he was worshipped as a god.

"Wang Lijun was a law unto himself. If he didn't like the way you looked he would arrest you on the spot," Li Zhuang, the disbarred lawyer, said in remarks posted on the website of the state-run Global Times.

Li, a defense attorney known for his toughness, was jailed for 1 ? years after his mafia boss client claimed Li told him to say police tortured him. Li's prosecution marked a turning point when many educated Chinese began to suspect that Bo's anti-mafia efforts had gone too far.

Li submitted a petition to Chongqing court authorities demanding a thorough investigation of his case. Last week, officials from the court and city prosecutor's office met with him for informal discussions about his petition, Li said in a phone interview.

Ren Jianyu, an official in a village on Chongqing's outskirts, criticized the Maoist revival campaign on the Internet and then was sentenced without trial to two years in a labor camp. Among the 1,000 other inmates in the labor camp were about a half-dozen like him, in for political crimes.

But then late last month, 15 months into his sentence, Ren was released; no reason given.

"Now that we are no longer living under such a state of high pressure, for us who have been attacked and persecuted, things are comparatively better," Ren said. He has filed an appeal against his sentence to clear his name.

Meanwhile, the Southern Weekend newspaper reported that police in Chongqing were quietly rehabilitating and making restitution to around 900 police officers in Chongqing who had been fired, demoted or otherwise unjustly treated. Li, the former attorney, said Wang wanted to make sure only officers he could trust remained in the force and so purged anyone suspect.

A Chongqing police spokesman who would only give his surname, Deng, said police have been handling such appeals on the basis of "seeking truth from facts."

"Mistakes must be corrected," said Deng, who refused to provide any other details and repeatedly hung up when further questions were asked.

How far authorities will go to redress the wrongs of the Bo period remain to be seen. In the past, the government has been reluctant to offer wholesale amnesties. Although the crime of counter-revolution was dropped from the criminal code in the '90s, those serving time did not receive a blanket release.

Ren, the former village official, said he would only believe real change had come if his appeal against his sentence was successful.

    UBS nears deal with United States, UK over Libor

    ZURICH/LONDON (Reuters) - Swiss bank UBS AG is nearing a deal to settle claims some of its staff manipulated interest rates and could reach agreement with U.S. and British authorities by the end of the year, a person familiar with the matter said on Monday.

    UBS is expected to pay more than $450 million to settle claims some of its employees submitted false Libor rates, the New York Times reported earlier.

    Britain's Barclays Plc was fined $453 million in June for manipulating Libor benchmark interest rates, and remains the only bank to settle in the investigation, which led to the resignation of the bank's chairman and chief executive.

    U.S. and UK regulators, which released their settlements with Barclays at the same time, are working together on the UBS investigation and could release an agreement by the end of the year, although the timing could slip into next year, the person familiar with the matter told Reuters.

    The reliability of the London Interbank Offered Rate, or Libor, has been cast into doubt by the rate manipulation accusations. Libor is intended to measure the rate at which banks lend to one another and is used as a benchmark for $300 trillion of contracts and loans across the world.

    UBS was the first bank globally to report suspected rate rigging, and has said it has received conditional immunity from some authorities for cooperating in their probes.

    A UBS spokeswoman told Reuters that the bank was in the midst of discussions with authorities in the United States and Britain in connection with Libor investigations and has been cooperating fully with the regulatory and enforcement authorities, but gave no further details.

    Britain's Financial Services Authority declined to comment beyond confirming the already established fact that the FSA is investigating UBS.

    The Commodity Futures Trading Commission and the U.S. Justice Department, investigating the Libor matter in the United States, declined to comment.

    Other banks are also anxious to draw a line under the probe, which is well into its second year. British bank Royal Bank of Scotland said last month it hoped to reach a settlement on its part in the rate-rigging scandal - likely to result in fines for the bank - and expected to start talks soon.

    Morgan Stanley has estimated that 11 global banks linked to the Libor scandal could face $14 billion in regulatory and legal settlement costs through 2014.

    Switzerland is also investigating 12 U.S., European and Japanese banks suspected of conspiring to manipulate interbank lending rates. They include Credit Suisse, Deutsche Bank, HSBC Holdings and RBS.

    "In Switzerland we are still investigating the case. We are in contact with other authorities," said Competition Commission official Olivier Schaller, but provided no further details.

    Tobias Lux, spokesman for Swiss regulator FINMA, said the regulator was making efforts to clarify the issue, but declined to comment further.

    Reuters parent company Thomson Reuters Corp collects information from banks and uses it to calculate Libor rates according to specifications drawn up by the British Bankers Association (BBA).

    North Korea plans new rocket launch as leader asserts power

    SEOUL (Reuters) - North Korea said it would carry out its second rocket launch of 2012 as its youthful leader Kim Jong-un flexes his muscles a year after his father's death, in a move that South Korea and the United States swiftly condemned as a provocation.

    North Korea's state news agency announced the decision to launch another space satellite on Saturday, just a day after Kim met a senior delegation from China's Communist Party in the North Korean capital of Pyongyang.

    China, under new leadership, is North Korea's only major political backer and has continually urged peace on the Korean peninsula, where the North and South remain technically at war after an armistice, rather than a peace treaty, ended the 1950-53 conflict.

    China's Foreign Ministry said it was deeply concerned by the move, but urged calm.

    "North Korea has a right to the peaceful use of space, but this right has been restricted by U.N. Security Council resolutions. (China) hopes all sides can do more to benefit peace and stability on the peninsula, and hopes all sides handle it calmly to avoid the situation escalating," ministry spokesman Qin Gang said in a statement.

    In Washington, U.S. State Department spokeswoman Victoria Nuland condemned the launch plan as a provocative threat to the Asia-Pacific region that would violate United Nations resolutions imposed on Pyongyang after past missile tests.

    "A North Korean 'satellite' launch would be a highly provocative act that threatens peace and security in the region," she said in a written statement.

    North Korea has notified its neighbors of the proposed flight path, an unnamed South Korean official told Yonhap news agency on Sunday, saying that it would take a similar path to a failed rocket launch in April this year.

    That was supposed to take the rocket over seas separating China and the Korean peninsula where the first stage of the rocket would drop into the sea, then to pass over Okinawa. The second stage was to fall in seas off the Philippines.

    Pentagon spokesman George Little said, "North Korea must abide by its international obligations under U.N. Security Council resolutions that clearly articulate what it can and cannot do with respect to missile technologies."

    Seoul's foreign ministry called the move a "grave provocation." Japan's Kyodo news agency said Prime Minister Yoshihiko Noda had ordered ministries to be on alert for the launch.

    "North Korea wants to tell China that it is an independent state by staging the rocket launch and it wants to see if the United States will drop its hostile policies," said Chang Yong-seok, a senior researcher at the Institute for Peace Affairs at Seoul National University.

    North Korea is banned from conducting missile or nuclear-related activities under U.N. resolutions imposed after earlier nuclear and missile tests. The country says its rockets are used to put satellites into orbit for peaceful purposes, but that assertion is not widely accepted outside of Pyongyang.

    Washington and Seoul believe that the impoverished North is testing long-range missile technology with the aim of developing an intercontinental ballistic missile capable of carrying a nuclear warhead.

    Pyongyang's threats are aimed, in part, at winning concessions and aid from Washington, analysts say.

    POLITICS AND ANNIVERSARIES

    The failed April rocket launch took place to celebrate the 100th anniversary of the birth of North Korea founder Kim Il Sung and the latest test will take place close to the December 17 date of the death of former leader Kim Jong-il.

    It will also come as South Korea gears up for a December 19 presidential election in a vote that pits a supporter of closer engagement with Pyongyang against the daughter of South Korean dictator Park Chung-hee.

    The April test was condemned by the United Nations, although taking action against the North is hard as China refuses to endorse further sanctions against Pyongyang.

    North Korea is already one of the most heavily sanctioned states on earth thanks to its nuclear program.

    Pyongyang has few tools to pressure the outside world to take it seriously due to its diplomatic isolation and its puny economy.

    The state that Kim Jong-un inherited last December after the death of his father boasts a 1.2 million-member military, but its population of 23 million, many malnourished, supports an economy worth just $40 billion annually in purchasing power parity terms, according to the U.S. Central Intelligence Agency.

    "The North's calculation may be that they have little to lose by going ahead with it at this point," said Baek Seung-joo of the Korea Institute for Defense Analyses in Seoul.

    Baek said the test planned for December would likely be no more successful in launching a satellite than the April one that crashed into the sea between China and North Korea after flying just 120 km (75 miles).

    "Kim Jong-un may be taking a big gamble trying to come back from the humiliating failure in April and in the process trying to raise the morale for the military," Baek said.

    North Korea's space agency said on Saturday that it had worked on "improving the reliability and precision of the satellite and carrier rocket" since April's launch.
