You would want to check with the local inspections office to make sure whether the work that was done did or did not require a permit. Some work does not require a permit. Where I live, you don't need a permit to hang kitchen cupboards, but you would need permits if you added or moved electrical and plumbing.

But typically electrical, HVAC and plumbing require an inspection. This work is supposed to be inspected before sheet covers the walls. So if they either failed to get permits or didn't complete the inspection process, it may be necessary to open up walls to check the work. Obviously this can get expensive.
